Even if your floodlights are on a motion sensor or otherwise exempt from the bylaw, we encourage you to use fully shielded fixtures, 2400K or less, and 1500 lumens or less. That would be the most dark-sky and neighbor friendly thing to do.
* Note that there is a limit on the total lumens allowed for all fixtures (combined) that aren't fully shielded (see Section 102-4C(2)). For this reason, we recommend using fully shielded fixtures, whenever possible. In some cases, a shield can be added to floodlights with exposed bulbs to convert them to fully shielded fixtures. (See examples of add-on shields for floodlights here.)
Exception:
Floodlights used for safety and security that are on only temporarily (e.g., on a motion sensor) are not subject to these restrictions. (Section 102-7C)
There is a cap on the total lumens allowed per site (Section 102-4C(1)), all fixtures combined, so we recommend using only 700 to 1300 lumens per fixture for this kind of lighting.
* To qualify as fully shielded, floodlights with adjustable aiming must be installed and aimed so that no light is emitted upward (Section 102-3, definition of "Fully Shielded Luminaire").
